Mr. Molemisi Nelson Sechaba is the Head of Information Management at Debswana Diamond Company. As the Head of IM, he provides the vision, strategy, and leadership for developing and implementing information technology and digital initiatives to enable the business to attain its strategic imperatives.

Mr. Sechaba has 18 years of experience in delivering Information Technology (IT) platforms and methodologies in academia, mining, and banking industries. He is well-versed in application development, portfolio management, enterprise architecture, cyber security, and IT leadership. With a wealth of experience, he has successfully served in various leadership roles, including Senior Information Management (IM) Manager, IT Manager, IT Analyst, and IT Developer at Debswana. Additionally, he assumed the position of Head of IT Governance and Risk at the former Barclays Bank Botswana, followed by the role of Regional Senior IT Risk and Compliance at the Barclays Africa Office. In this capacity, he effectively managed a diverse portfolio spanning 10 countries.

Mr. Sechaba is passionate about strategy development and discovery, and business–IT alignment. He holds a Master of Science (MSc) in IT Management and a degree in Information Science and Technology with secondary majors in Economics and Accounting. He also has a Post Graduate Certificate in Enterprise Risk Management.

Ms. Lucy Ferguson

Board Member

Lucy Ferguson is a seasoned accountant and risk specialist and joined the Governing Board as a Member on 1 July 2025. She forms part of the Finance and Audit, Risk and Compliance, and Technical Investment Board Committees owing to her expertise in compliance risk management. With over 20 years’ experience, Lucy remains dedicated to consistently exceeding expectations.

 

Lucy’s professional journey features tenures with leading financial institutions, currently a Statutory Reporting Manager at Bank Gaborone, and previously an accountant at Accmates Consultancy, she continues to ensure utmost compliance with the Companies Act and IFSR standards, using her apt judgment in applying accounting theory. Previously, she served as Regulatory Risk Manager for four years at First National Bank Botswana (FNBB), where she implemented and maintained a compliance and risk management process through embedding regulatory risk management processes and plans simultaneously enhancing a culture of compliance through awareness activities. In this position, she also regularly reported compliance matters that posed financial and operational risks within set timeframes, keeping local management and FirstRand International (Group) informed at all times. In line with this, she ensured that the business addressed concerns raised by the regulators within agreed timelines. Lucy also facilitated regulatory changes in the business and proactively followed up on changes, took part in regulatory risk and compliance projects, and performed secretarial duties for the Compliance and Conduct Committee.

 

Her expertise, as developed during her two-year stint as Regulatory Reporting Manager for FNBB, encompasses internal and external auditing, ensuring compliance with Basel II and Basel III Framework reporting requirements, producing commentary reports, managing costs emanating from regulatory bodies, and timeously preparing Bank of Botswana returns (Quarterly and monthly submissions). In identifying emerging risks and ensuring successful audits, Lucy has always maintained timeliness and accuracy in her work.

 

During her time as a Bank Examiner for the Bank of Botswana (2004 – 2015), Lucy amassed an array of skills. These included preparation/analysis of statements of financial position, statement of comprehensive income and calculation of financial ratios for the assessment of the quality of banking assets and financial condition of a bank….

 

Lucy holds a Bachelor of Accounting degree from the University of Botswana and is registered with the Association of Chartered Certified Accountants (ACCA) (UK) as a Chartered Accountant.

 

She brings with her a wealth of experience and is valued for her analytical rigor, integrity, and commitment to precision making her an asset to the BoFiNet Governing Board of Directors.

Mr. Mosimanegape Moilwa

Mr. Mosimanegape Moilwa

Board Member

Mosimanegape is a highly skilled and results-driven Certified Chartered Accountant. He is recognised for his exemplary leadership abilities, strategic vision, and disciplined execution, possessing profound expertise in financial planning, treasury management, risk management, and corporate governance.

 

Mosimanegape's extensive career showcases diverse leadership roles across key financial and strategic functions. In his previous role as Finance Manager: Financial Planning & Treasury at Botswana Development Corporation, he supervised the Corporation’s short- and long-term cash flow and liquidity, managed assets and liabilities, and handled all balance sheet risks, including forex exposures. He also provided strategic guidance on Treasury matters to portfolio companies and developed intercompany funding strategies. As a Levy Fund Committee Member at the Botswana Gambling Authority, he oversees the accounting and disbursement of levies, monitors project utilisation of funds, and is responsible for preparing and submitting annual budgets.

 

As Finance Manager at the Engineers Registration Board, he headed finance, human resources, information technology, and administration, playing a pivotal role in driving the ERB's strategy. He leveraged substantial expertise in financial systems development and implementation to improve strategic planning, budgeting, and forecasting. As Head, Enterprise Strategy and Products at Botswana Telecommunication Cooperation, he provided leadership in defining value propositions and business strategy for the Enterprise business unit, overseeing development of business cases and new products. During his tenure as Pricing and Budgeting Manager at BTC, he designed effective budget models, analysed financial information, and contributed to the strategic direction and performance of the business, including managing a BWP 900 million Broadband Revenue.

 

Earlier in his career at Standard Chartered Bank, he held significant roles as Senior Manager Governance, Risk and Controls, where he established and oversaw formal risk analysis and self-assessments programs, and as a Financial Analyst, consolidating and analysing financial data to provide recommendations for cost reduction and financial performance improvement. He also implemented various systems, including AP Lean, PS Billing, and Financial Controls.

 

He is currently pursuing an MSc in Strategic Management at Botswana Accountancy College and Business Intelligence & Data Analytics at the Corporate Finance Institute (CFI). He achieved Association of Certified Professional Accountants (ACPA) and Association of Chartered Certified Accountants (ACCA) certifications in 2020 through BICA and Botswana Accountancy College, respectively. He holds a BSc (Hons) Degree in Accounting from Oxford

Brookes University (2018) and an Advanced Diploma in Business & Accounting from Botswana Accountancy College (2018). His foundational education includes an Association of Accounting Technician (AAT) qualification from Botswana Accountancy College (2009).

 

Mosimanegape brings critical expertise in risk management, including handling balance sheet risks, developing mitigation strategies for interest rate and forex exposures, and implementing robust risk management frameworks. His experience also encompasses comprehensive financial oversight, including cash flow supervision, budgeting, financial analysis, and detailed reporting to Exco and Boards. His background in corporate governance ensures adherence to frameworks and compliance with regulations.

Mr. Emmanuel Kgantumo

Emmanuel is an experienced Project Management and Project Controls professional with a strong background in overseeing and executing projects within diverse industries.. He joined the Governing Board of Directors as a Member on 1 July 2025, chairs the Technological Investments Committee and is a member of the Risk & Compliance Committee. With two decades of experience, Emmanuel is proficient at managing resources, schedules, and budgets to ensure project success while fostering collaboration across multidisciplinary teams.

 

 

He is renowned for implementing profound transformation of business and organisational activities, processes, competencies and models to fully leverage the changes and opportunities of a mix of digital technologies and their accelerating impact. He brings extensive expertise in change management, planning, and organising, currently serving as the Project Controls Manager at Debswana Diamond Company. In this capacity, he is instrumental in meticulously managing and coordinating comprehensive documentation, vendor relationships, project planning, scheduling, cost estimating, and quality review. He also provides critical support to Program Managers, overseeing progress reporting, risk mitigation, and robust cost control processes to ensure financial prudence and adherence to budgets.

 

Prior to his current role, Emmauel held the position of ICT Project Coordinator at Botswana Innovation Hub where he served as a central point of contact for project status, managing legal documentation, and coordinating all ICT project management activities. His responsibilities extended to developing and implementing ICT projects, monitoring their performance as against stipulated timelines and quality standards, compiling budgets, ensuring resource availability for projects, and liaising with stakeholders to guarantee successful project completion.

 

As a Senior Project Manager at Barclays (ABSA) Bank Botswana, he was responsible for managing diverse projects, overseeing their scope, deliverables, budgets, and schedules. He demonstrated exceptional ability in stakeholder collaboration, communication, and problem resolution, ensuring projects met quality requirements within budgetary constraints. Preceding this, he served as a Programme Support Office Analyst, focusing on data analysis, identifying trends, and optimising policies and procedures to assist in managing project governance and budgets.

 

Emmanuel brings critical skills essential for effective board oversight, including robust risk management and trend identification, a deep understanding of regulatory compliance, and strong financial oversight as demonstrated by his expertise in cost centre/budget management and control. His proficiency in change management, planning, and organising further solidifies his capacity for strategic contribution to the board.

 

He holds an MSc in Project Management in Project Management and earned his Bachelor of Information Systems (Business) from the University of Botswana. He is lauded for his unique knack for management and ability to translate his knowledge into successful projects long-standing projects such as the Botswana Innovation Hub Data Centre (Tier II) and the design and certification of BW Government Integrated Data Centre (Tier IV). He is an Accredited Tier Designer throught the Uptime Institute and a Certified Data Centre Expert. He also possesses a robust understanding of Project Management Procedures [PRINCE2] & PMP, reflecting his highly structured and effective approach to project oversight, consistently demonstrating a continuous commitment to mastering new skills and adopting best practices in project management.

 

His profound expertise in project management and controls, coupled with his strategic vision, positions him to significantly contribute to BoFiNet's success, driving innovation and operational excellence as a new Board Member.

Mr. Osego Garebamono

Mr. Osego Garebamono

Board Member

Osego is an accomplished legal professional and Managing Partner at Garebamono Law. Appointed as a Governing Board Member on 1 July 2025, he serves on the Human Resources and Compliance Committees. With over two decades of experience, his expertise spans telecommunications policy, regulation and management, litigation, corporate and commercial law, and media law. He is highly regarded for his communication, legal analysis, and strategic planning skills, with extensive experience in corporate governance and team management.

 

Osego began his legal career at Chibanda Makgalemele and Company in 2001, honing litigation and advisory skills before founding Garebamono & Pillar Law Practice in 2011, now Garebamono Law. The firm has since grown significantly, attracting a reputable clientele. Through its affiliate, Garebamono Consulting, he offers practical corporate governance expertise to entities seeking to strengthen governance structures and processes.

 

In 2020, the Botswana Communications Regulatory Authority (BOCRA) appointed him to develop its Penalty Framework - Africa’s first of its kind and still in use to date. He continues to advise BOCRA on litigation and legal opinions and is keenly interested in FinTech regulation, having studied Mexico’s 2018 Financial Technology Institutions Regulation Law as a model. His regulatory experience also includes:

· Chairing the Law Society of Botswana and overseeing regulation of legal practitioners.

· Serving as Board Member at the Copyright Society of Botswana, contributing legal expertise to its turnaround strategy and governance.

· Drafting regulations for NBFIRA’s proposed new internet trading services.

 

In corporate governance, he led the Law Society of Botswana’s overhaul, resulting in a restructured governance system and key committees such as Asset Disposal, Building, and Audit. He also served on the boards of BONELA and the Press Council of Botswana’s Media Appeals Committee. He currently sits on the Parts Portal (Pty) Ltd t/a Autoboys Evolve Board.

 

Osego has contributed to landmark constitutional litigation including: the Show of Hands case; Kewagamang and Others v Acting Officer Commanding NO 3 District; representing Omphemetse Motumise and the Law Society of Botswana in a case on judicial appointments; and successfully challenging provisions of the Legal Practitioners Act in Garebamono v Attorney-General and Others.

 

He authored a thesis titled Regulatory Independence in Botswana’s ICT Sector – An Unsettled Terrain and co-authored a paper on constitutional democracy, selected for publication by

the University of Pretoria. His community involvement includes teaching short courses at the University of Botswana, judging for its Moot Court programme, hosting “Law Matters” on Gabz FM, serving on BONELA’s board, and providing legal consultancy to the Freedom of Information Task Force, which produced the landmark Freedom of Information Bill. He also chaired the Ad Hoc Committee on the Appointment of Judges and Judicial Independence, leading to the Law Society’s formal stance.

 

Osego holds an LLB from the University of Botswana and a Certificate in Telecommunications Policy, Regulation and Management (TPRM) from the University of the Witwatersrand. A member of the Law Society of Botswana, he is committed to leveraging his expertise to support BoFiNet’s oversight and growth.

Ms. Julia Ditlhong

Julia is a multi-skilled professional with over 23 years wealth of work experience spanning areas of Public Procurement, Environmental Management, Strategic Planning and Performance Monitoring, Change Management, Quality Management, Process Reengineering and Enterprise Risk. She is highly regarded for her strategic thinking, strong leadership, adept communication, effective collaboration and results-driven approach.

 

Ms. Ditlhong is currently serving as the Senior Manager, Strategy Research and Policy (SMSRP) at the Public Procurement Regulatory Authority (PPRA) where she has been instrumental in shaping the organisation’s strategic direction. In her current role, she oversees a vast portfolio including strategy, business, and operational planning, performance monitoring, risk management, change management, quality assurance and research. Her key achievements include; coordinating and overseeing the development and implementation of various Strategic Plans; facilitated the PPADB Quality Management System (ISO 9001) certification and its maintenance for ten years and successfully applied Change Management strategies for five major projects. She established the Research Unit, ensuring yearly publications of the Procurement Price Guide since 2018, and managed Union/Management relationships for a period of over six years as the Chairperson of the Joint Negotiations and Consultation Committee and Negotiator.

 

Her experience in chairing the Botswana Bureau of Standards Certification Impartiality Committee, the PPRA COVID-19 Committee, and various Disciplinary Hearing committees, a member of Recruitment Advisory Committee coupled with coordinating Board Governance Evaluations highlights her strong governance and leadership capabilities. She brings critical expertise in change management, stakeholder management, public procurement and quality auditing, essential for robust board oversight and strategic development.

 

Julia holds a Master of Business Administration (MBA) from MANCOSA, South Africa (2021). She earned her Master of Science Degree in Environmental Management from the University of Nottingham, United Kingdom (2002) and a Bachelor of Arts Degree in Social Sciences (Economics and Environmental Sciences) from the University of Botswana (1999). She is a Member of the Chartered Institute of Procurement and Supply (MCIPS) and holds a Senior Management Development Programme Qualification (NFQ Level 7). Her continuous learning includes numerous short-term trainings in Corporate Governance, Enterprise-Wide Risk Management, and Prince 2: Project Management and Change Management Practitioner.

Mr. Innocent Molalapata

Mr. Innocent Molalapata

Board Member

Mr. Innocent Molalapata joined the Governing Board of Directors on 1 July 2025. He serves as the Chairman of the Human Resources Committee and is a member of the Finance and Audit, and the Technical and Investment Committees. Mr Molalapata is a highly accomplished economist and leader with nearly two decades of progressive experience in central banking and competition economics.

Mr. Molalapata has served as the Director of the Research and Financial Stability Department (RFSD) at the Bank of Botswana (BoB) since January 2023. In this role, he conducts economic research and advises the Governor and Deputy Governors on key economic issues. He also plays an important role as a member of both the Monetary Policy Committee and the Investment Committee, helping to shape the nation's economic and financial future.

His progressive career at the BoB includes serving as Deputy Director in the RFSD, responsible for the Monetary Policy and Forecasting Division from 2019 to 2022. During this time, he led economic modelling and forecasting activities crucial for policy formulation. Mr. Molalapata also served as a Manager of Mergers and Monopolies at the Competition and Consumer Authority from 2012 to 2017. This experience provided him with a deep understanding of market dynamics and the legal frameworks necessary to maintain fair competition.

A dedicated lifelong learner, Mr. Molalapata has consistently invested in his leadership capabilities. He is a graduate of the prestigious Oxford Advanced Management Leadership Programme at Oxford University. This achievement, along with his completion of the Executive Development Programme at the University of Cape Town in 2021, demonstrates a continuous focus on refining his management and leadership skills.

In addition to his professional roles, Mr. Molalapata is a respected academic. He was a part-time lecturer at the Botswana Institute of Banking and Finance, where he shared his knowledge on monetary and financial systems. He holds a Master of Commerce in Applied Econometrics from the University of the Free State in South Africa and a Postgraduate Diploma in Economics for Competition Law from King's College London, further solidifying his specialised knowledge.

Mr. Molalapata’s commitment to excellence is reflected in numerous awards and published articles in publications that include the Journal of Economic and Financial Sciences and the Investment Analysts Journal. He was honoured with the Merit Award for Best Master's Student in Economics and received a Letter of Recognition for his membership on the Botswana COVID-19 Economic Advisory Technical Committee.

He is a proven leader with a strong track record of developing analytical tools. He has also participated in the International Monetary Fund Capacity Development Talk on "Nowcasting: Using Big Data to Track Economic Activity in Sub-Saharan Africa," showcasing his engagement with innovative economic forecasting methods. His diverse experience and unwavering commitment to economic integrity and continuous self-improvement make him a valuable addition
